Mr. Newton's telegram No. 84 (China

Indemnity).

Canada has no claim to share in benefits from

the fund since the money is British taxpayers' money

and also because our proposals were intended to

help to counteract unemployment in Great Britain.

Dominion Governments have already been told that

intention is that preference should be given to

railways when there is a British financial interest

and that railway materials required should be ordered

in the United Kingdom. Chinese assurances therefore

should be as proposed in your telegram No. 389.

This arrangement will not of course preclude you from

helping Canadian firms or interests in other ways.
